In its broadest context, it is about building resilience in a coordinated holistic manner, which affords the opportunity to approach a serious incident effectively.

Change the Mindset

A key element of addressing today’s threat environment is emulating practices that have had success. 

It is important to incorporate a plan that is holistic, one that spans the requirements of the authority, and one that will be effective operationally, and that can be supported financially.  Keeping a safe and secure environment for the traveling public and air cargo supply chain with a program that has a direct effect on terrorism, other criminal activity, and includes an inclusive approach to crisis management is essential.  We recognize this is a broad and complex concept. Policing and security deterrence and enforcement activity is only one aspect of a successful prevention.

  • Change the mindset in the environment and community about the current threat.  Instill the requirements to mitigate such threat, build trust and confidence between the various parties, ensure evidence based practices are used as solutions, and actively use and visit operational procedures that are proven to mitigate threat, prepare employees, tenants and the public;
  • Engage the active personnel, both internally within the environment and externally in the identified community; and
  • Provide effective communication, continuity, and collaboration throughout the environment and in the community, provide better awareness with real-time information and exchange of intelligence is imperative, and excel in prevention and crisis management.

The responsibility for the prevention of serious crime and terrorist acts needs to be shared across multi-agencies, and it requires the active assistance of the airport’s environment “airport community”.

A preventative strategy incorporates a strong emphasis on intelligence and problem solving responses with the goal of providing sustainable solutions.

Partnerships, both internally and externally, play an important part in effective public safety.  The requirements and priorities need to be identified; the engagement of stakeholder agencies and businesses will need to be included to identify suitable and innovative responses.

Environment Considerations

>     Adopt and implement best practices in a holistic manner that mitigates risk through the prevention, protection, and preparedness of the environment.

>     Train individuals who work within the environment and the community on how to identify and report suspicious incidents and individuals who may cause harm or threat; and how to become a force multiplier for effective use in crisis management.

>     Identify innovative approaches to preventing crime and protecting the public safety of individuals within the community

>     Implement solutions that provide for continuity and collaboration within the environment to personnel within the environment and the community.

>     Insure professionals and other trained individuals are available to assist with prevention, protection and preparation in order to ensure a safe and secure environment.  This will likely mean the use of outside responder organizations, and such individuals or groups must be actively engaged to understand their particular role and that it is continually reviewed and exercised. 

>     Provide ready response solutions to engage in activities to assist passenger requirements in the event an incident takes place.
