Protecting Humans, Animals, and the Security Circle
Project See Say Act helps employees within the security circle recognize concerning activity, report it through the appropriate channel, and support a safe and effective response. This wider security circle strengthens the prevention of human trafficking, wildlife and animal trafficking, smuggling, organized crime, terrorism, and other threats affecting transportation communities.
Born from Real-World Necessity
See Say Act is an evidence-based community engagement and preventive security practice that spans multiple safety and security disciplines. It is rooted in the principle that the eyes and ears of an entire jurisdiction — staff, officers, and the public — are among the most powerful tools available to law enforcement.
In 2004, Project Griffin was developed by the City of London and the Metropolitan Police following bombings in the financial district. The outcome was an "eyes and ears" program that over the years has proven to be one of the most effective methods of public safety for people and critical infrastructure.
Through a mutual agreement with the City of London's Police Griffin Program, INTERPORTPOLICE brought the Griffin Strategy to the world — offering educational tools, community engagement templates, personnel training, self and professional evaluations, and audits.
The Morrone 9/11 Center, established as a 501(c)3 in 2016 in honor of Superintendent Fred V. Morrone of the Port Authority of New York & New Jersey, funds and supports the program globally. See Say Act has since been adopted by transportation authorities, port police, and security agencies worldwide.
