P²SeMS

Port Protective Security
Management System

An organisational systematic approach to managing security risks — incorporating security management into the daily activities of an authority.

Overview

What is
P²SeMS?

P²SeMS is a structured framework that integrates security into an organisation's daily operations. It coordinates governance, legal compliance, procedures, monitoring, and audits to ensure security assurance. Functioning as a business practice, P²SeMS embeds risk management, communication, and performance tracking into routine workflows — helping identify and close security gaps.

Aligned with principles from Quality and Safety Management Systems (QMS/SMS), P²SeMS enhances efficiency, regulatory compliance, and cost-effectiveness. It reinforces board-level accountability by enabling leadership to understand risks, endorse policies, and drive security outcomes across all domains: physical, cyber, information, and personnel.

"An assurance system for an organisation's security across all domains — physical, cyber, information, and personnel."

Information Security

Data governance, intelligence management, and information classification across the organisation.

🏗

Physical Security

Access control, patrols, perimeter protection, and physical asset safeguarding.

Cyber Security

IP network protection, system integrity, and digital infrastructure resilience against cyberattacks.

👥

Personnel Security

Insider threat mitigation, pre-employment screening, and workforce security culture.

The P²SeMS Cycle

Plan. Execute.
Verify. Act.

P²SeMS is not a tick-box assessment. It is a continuous management cycle embedded into daily operations — ensuring security is always current, improving, and resilient.

The Core Strategy

Prevent · Protect · Prepare

PREVENT

Deter and deny terrorist and criminal activity through intelligence-led security operations, community engagement, and proactive risk assessment.

PROTECT

Strengthen the environment to reduce vulnerabilities — hardening physical and cyber infrastructure, access control, and layered security measures.

PREPARE

Build resilience in a coordinated, holistic manner through training, exercising, crisis planning, and cross-agency interoperability.

Security Integration

What P²SeMS Achieves

Board Level Accountability
Provides an Accountable Manager at Board level to ensure security activities are governed, resourced and managed.
Collaborative Approaches
Removes silo approaches — security risk management becomes integral to all business activities.
Transparent & Verifiable Security
Enables organisations to demonstrate they are discharging their responsibilities with clear compliance visibility.
Business Efficiencies
Integrates security into existing management systems and processes rather than creating something new.
Supports Threat Assessment
Ensures dynamic threat assessment information is current, readily available and easily retrievable.
Pro-active Reporting Culture
Encourages a healthy security culture where pro-active reporting of security matters becomes inherent behaviour.
Assurance-Based Regime
Performance measures provide a richer assurance picture beyond regulatory compliance alone.
Built on Best Practices
Builds on established risk management and assurance frameworks applicable across Critical National Infrastructure.
